you have to go into your Account Settings(its rite next to your picture on your home page), then Blocked Users:. rite next to it, it will say view list, click on it. then you should be able to unblock that person. if you want that person back on your friends list you have to re add them.

Actually, you can unblock them. On your homepage, click Account Settings, then scroll down until you see "Blocked Users" go to View List and then, beside their name, click on "Unblock User"
